"Still Evil After All These Years": Saturn Conjunct Neptune Again
[The second in a series of 2025 ASTROLOGY'S MINORITY REPORTS]

Western astrology's planets' names came from Greco-Roman mythology and their applied mythology tells us exactly what issues to expect in human life, time after time. Kronos/Saturn ruled everywhere, everyone and everything, and so feared losing absolute power that he even ate his offspring.
Hades/Pluto and Poseidon/Neptune were two of the sons of Kronos/Saturn. For our purposes here, the relevant part of their mythology is the early phase, analogous to the conjunction: in dutiful alliance with their all-powerful father. So, Saturn conjunct Pluto conjunct M.C. in the chart of the CIA (9/26/1947, D.C. at 10:10 a.m. EST) shows obsession with attaining and holding absolute power. Pluto wore his helmet of invisibility when out of his Underworld domain of the dead. Hence the CIA is omnipresent and enormously powerful, yet invisible and secretive. More powerful than any president, each president must not dare do or say anything critical to or about the CIA. (Note JFK's demise...)
When Saturn and Neptune conjoin, a similar focus on power and control is in play, but with a different approach. Mythological Neptune ruled all Water everywhere. Human life experienced in Water is completely different than on solid ground, hence in a variety of ways astrological Neptune involves change of consciousness (or a lack of consciousness). When Neptune conjoins Saturn, at a non-personal level, the power-obsessed "State" is involved with changing consciousness in one or more ways. So, "The State" ("The Deep State"), ever-obsessed with absolute power and control, "changes consciousness" deceptive, cruel, ruthless — EVIL. To the State, every human is an expendable pawn; any viable political party becomes a tool. Even nations can be done away with when deemed no longer useful to the Imperial devouring "State."
Ordinary individuals can consciously choose to indulge EVIL or consciously choose to resist EVIL. However, neither choice is possible to any and all whose consciousness those with evil intent have altered. Hence, "Father forgive them for they know not what they do" — that is to say, don't blame the pawns of "The Deep State", whether those of exalted positions nor the humble everyman/everywoman. There are millions of "puppets" and very few "puppet masters", and perhaps most of the "puppet masters" will never be known to the rest of us by their names.
Only Saturn-Neptune conjunctions since Neptune's astronomical discovery are addressed here, and almost entirely focused on collective power issues regarding the USA. Even though these conjunctions occurred in different Zodiacal signs, note common threads to "then" and "now" (Saturn conjunct Neptune in Aries starting in 2025).
"Are we there yet?"
Saturn rules time, number and boundaries, typically definitive and precise. So, astrologically, one might think that the number of degrees for the orb of conjunction involving Saturn should be precise. However, a conjunction involving Neptune is anything but precise. Neptune rules water. It is easier to be precise about terrestrial boundaries than in water. On land, the boundary can be obvious: a river; a mountain; a wall; a fence. Demarcation in open waters without instruments is not the same. So, by analogy, we should not be dogmatic about when and for how long a Saturn & Neptune conjunction is operable. Historical correspondence tells us to consider at least a 10º orb. Outer planetary conjunction specialist Rick Tarnas starts tracking from a 15º orb. I agree.
"HISTORY DOESN'T REPEAT, BUT IT RHYMES"
# 1: Saturn Conjunct Neptune in late Aquarius, then early Pisces circa 1845, 1846:
THEMES: "Manifest Destiny"; California Takeover; U.S. versus Mexico
Saturn was exactly conjunct Neptune when astronomical Neptune was discovered (9/24/1846) on 25+ Aquarius (= Sabian Symbol 26 Aquarius)
Although this was not painted and seen until 1872, it is the one visual commonly
used to represent the concept of "Manifest Destiny"
"Manifest Destiny", taken as if told by Divine, saw the USA as morally superior, including slave ownership, Native American displacement and genocide, conquest
of formerly Mexican lands and entitlement to rule all of North America, "from sea
to shining sea." President Polk announced as government policy this popular concept to Congress. The "Mexican War" (i.e., the USA conquest of much of what had been Mexico. 6/10 to 6/14/1846: The "Bear Flag" Republic of California: American
white men.
# 2: Saturn Conjunct Neptune in Taurus (the Sign of Bankers, $): Circa 1881, 1882
THEME: Secret and Nefarious Actions Involving the Hyper-Wealthy
* Recently elected President Garfield intended to help the rights of Black Americans.
About two weeks before being assassinated (7/2/1881) by (who else?) a lone "nut", he had expressed his intentions for financial reforms. He said "He who controls the money supply of a nation controls the nation." Also, he said: "... The entire [financial] system can be very easily controlled, one way or the other, by a few powerful men at the top..."
* 1/2/1882: In secret, John D. Rockefeller created his Standard Oil monopoly.
NOTE: The dates for both of the above important events not only include Saturn and Neptune conjunct in Taurus, but also closely conjunct with those two were both Jupiter and Chiron (also in Taurus), and very loosely conjunct Pluto in later Taurus — An Astrological Live-Stock Market!
# 3: SATURN CONJUNCT NEPTUNE IN LEO, circa 1916 and 1917
THEMES: Propaganda + Sinking Ships
The sign of Leo is associated with royalty, and the British and German royalty were related by blood. With potentially deceptive Neptune involved, like the "something is rotten in Denmark" story of Shakespeare's tragedy, HAMLET, doubt what you've been told by the victors about the real reason for the war and the integrity of the victors.

Propaganda is a Neptunian way of changing consciousness. Most Americans did not want the U.S. to fight in WWI, but the City of London and Wall Street risked losing their investments in the war if Britain did not win.
Reluctant Americans were slurred as "isolationists" and swayed by propaganda lies about German atrocity and the illusion of ease and glory of war. The song: "Over There": "... The Yanks are coming..." was written the day after Wilson declared war and went public on June 6. (The sober reality set in after the war: See, e.g., All Quiet On The Western Front.)

As even that was not enough, the sinking of American ships by German U-boats down into Neptune's waters in March 1917. (Sat/Nep orb: less than ten degrees.)

# 3: BIRTH OF MK ULTRA: NEP. Conj. SAT in Libra. Exact 11/21/ 52; 5/1/53; 7/22/53
THEME: Government Secrecy related to controlling people by covertly changing their consciousness in a variety of ways for a variety of purposes, including underage sexual exploitation.
MK ULTRA (and related projects and project name changes) was a secret CIA master program with over 100 sub-projects. So much was involved, including tales of drugging, torture, hypnosis, sex slavery [see (no direct family relation) Cathy O'Brien's story: TRANCE FORMATION of AMERICA] and much more. In fact, there is so much that it would take up too much space here and I'd likely still not cover everything in all the sordid details. The "umbrella" concept involved/involves investigating how individual behavior could be altered through covert means.

# 4: Approximately 1988 – 1990: SATURN CONJUNCT NEPTUNE
Exact 3/2/1989 in Capricorn
CIA Director/President H.W. Bush
This Saturn-Neptune conjunction also included Uranus conjunct those two.
The sign of Capricorn is associated with government itself and corporate companies.
The title of this Report is "borrowed" from Charles ("Chuck") Young's story put out by COUNTERPUNCH 9/10/2012 about The Franklin Scandal from this time period.
THEME: The "Deep State" "on steroids": Circumventing Transparency and Democracy
No matter how complex "The Deep State" is, the CIA has been described as a metaphorical "snake pit." As such, the head of the CIA could be seen as the head snake: H.W. Bush. He was Vice President for eight years under Reagan, being far more active and influential as a VP than most VPs. He was President from 1/20/89 (only 51 days before the exact conjunction) until 1/20/93.
There are multiple Saturn-Neptune federal government stories, but also corruption, scandals and cover-ups at lower levels of business, in finance and, Neptune-related:
a BIG ship-wreck tragedy: the Exxon Valdez "oil spill." If you investigate stories told when Saturn conjoins Neptune, you will quickly learn that the "cover story" is likely to actually be a "cover-up" story.
The Exxon Valdez story is just one tragic example of this, and part of the truth was told to me by a Merchant Marine who gave me the inside story. VIPs in government and big business tend to deny any responsibility and instead project blame onto some "nobody" (a mentally disturbed assassin, a drunken captain, etc.
The "inside story" you won't hear anywhere else is that although oil tanker ship captains and crews were well-paid, they were (maybe still are?) driven at a relentless pace to maximize profit for wealthy share holders. Exhausted, sleep-deprived,
under-staffed, perhaps drinking too much to help them sleep and/or decrease stress, we aren't talking about hedonistic irresponsible "party animals."
Follow-up independent investigations (not by "mainstream media") revealed
long-lasting environmental devastation – not dish-soap squeaky clean.
Some Scandals at this time (1988, 1989, 1990) that some of us know about:
* Iran-Contra "Brokers of Death" (2.5 billion dollar arms sale to Iran by Republicans) prosecutions dropped; Republican HW Bush presidential pardons one found guilty
* Berlin Wall down 11/9/89; backstory: American corruption meets Russian oligarch's corruption...
* Savings & Loan Bailout: $40 Billion (a lot of money then) over 30 years
* Franklin Savings and Loan scandal: Rob from the poor, give to the rich: S&L supposed to help financial disadvantaged Blacks raided by the wealthy; sexual predators; witnesses discredited or die in plane crash; purported "Call Boys"
at the White House story vanishes...
THE FUTURE IS NOW
# 5: SATURN CONJUNCT NEPTUNE 2025 – 2026:
Exact 2/20/2026: 1st degree Aries
(less than10º orb since Feb. 6, 2025; less than 15º orb: Trump election 11/5/2024;
less than 10º orb: Trump shot at 7/13/2024) continuing in orb into 2026
NOTE: When any major astrological planetary ingress and/or aspects involving the first degrees of the "Cardinal Signs" (i.e., the Equinox and Solstice points), expect
a RADICAL new chapter for humanity, seemingly inescapable for every living "ordinary" person (more so for anyone born with any of those four degrees prominent in his or her birth chart. This is especially so for the first degree of Aries.
PURE SPECULATION: Possible Collective Themes:
* Saturn (law) in Mars-ruled Aries: Martial Law
* Neptune conjunct Mars-ruled Saturn: Changed consciousness (in a bad way) via Martial Law (SEE/HEAR "Truth stream" video link above about mind control – putting (then) monkeys to sleep. They've had years to perfect that, new technology, etc.
* (A) strange new way(s) to fight war at sea (The South China Sea, perhaps)
CONCLUSION:
Call me cynical if you will, but as long as there are empires and/or wanna-be empires, I don't expect much collective good coinciding with Saturn conjunct Neptune again. "They" are STILL evil after all these years. Don't count on B.B., Xi, Poppa Trump, J.D. Vance, Elon Musk, OR any politician. Democrats are defending sanctuary for the worst Mars types.
Instead, realize, like mythological orphan-like Chiron, no parent figure in federal government or the mega corporate world cares about you, or me.
